Passport for minor application (under 20 years old)

The Royal Thai Consulate-General, Los Angeles, may issue a passport for Thai citizens who reside in the following thirteen (13) states:
1. Alaska                 2.Arizona                 3.California             4.Colorado               5.Hawaii                 6.Idaho               7.Montana  
8. Nevada                 9.New Mexico         10.Oregon               11.Utah                   12.Washington       13.Wyoming
as well as all of the unincorporated territories of the United States in the Pacific such as Guam and Saipan.

Minor or a person who was born in the US applying for a Thai passport for the first time must request a Thai birth certificate from the Royal Thai Consulate-General, Los Angeles, before the Thai passport.

After receiving the birth certificate, the parents should register their child's name into the Thai house registration since it will be required for the next renewal. However, parents can add the child's name to the house registration or authorize someone to whomever with written consent on their behalf.

 

Documentations

Minor applicants under 20 years old with their parents’ marriage certificate.

  1. Original Thai birth certificate or the original Thai national ID card in case the minor is older than 7 years old.
  2. Original Thai national ID cards or valid Thai passports of both parents with 1 copy.
  3. Original marriage certificate of the parent with 1 copy.
  4. Current passport of a minor (if any) or a police report if the passport is lost.
  5. A copy of the Thai House Registration that contains a minor’s name. (In case applying for a second passport.)
  6. Both parents must come and sign the consent in front of the officer.
  7. If either one of the parents cannot be present,
  • “the letter of consent for the minor to have a Thai passport” authorized by the missing parent will be required [Click here to apply for Power of Attorney for Minors’ Passport Application] with that parent’s signature certified by a Notary Public. [Download]
  • If both parents are in Thailand, “the letter of consent for the minor to have a Thai passport” authorized by both parents will be required with both parents’ signature certified at the province district where they are located.
    1. Stamps with a total value of $31.55 (at current prices) for the Priority Express Mail.
    2. Fee - payable only by a money order / cashier’s check to the Royal Thai Consulate-General, Los Angeles.
      Minor will be able to apply for a passport validity of 5 years only. The fee is $37.

Minor applicants under 20 years old with the divorce of parents.

  1. Original Thai birth certificate or the original Thai national ID card in case the minor is older than 7 years old.
  2. Original Thai national ID card or a valid Thai passport of the legal guardian with 1 copy.
  3. Original divorce certificate or a court order specifying custody of children with 1 copy.
  4. Current passport of a minor (if any) or a police report if the passport is lost.
  5. A copy of the Thai House Registration that contains a minor’s name. (In case applying for a second passport.)
  6. The legal guardian must come and sign the consent in front of the officer.
  7. If a divorce certificate or court order is issued by the US, the legal documents have to follow these procedures:
    • Translate the document into Thai.
    • The document and its translation need to be certified by

    1. Submit divorced certificate that certified by the Department of State to the Royal Thai Consulate-General, Los Angeles, for approval (Fee is $15), then continue the Thai passport process.
    2. Stamps with a total value of $31.55 (at current prices) for the Priority Express Mail.
    3. Fee - payable only by a money order / cashier’s check to the Royal Thai Consulate-General, Los Angeles.
      Minor will be able to apply for a passport validity of 5 years only. The fee is $37.

Minor applicants under 20 years old with NO marriage certificate of parents.

  1. Original Thai birth certificate or the original Thai national ID card in case the minor is older than 7 years old.
  2. Original Thai national ID card or a valid Thai passport of a mother with 1 copy.
  3. In the case that a mother is residing in the US, she must contact the Royal Thai Consulate-General, Los Angeles, to require an investigation record confirming her marital status and custody of the mother’s child and must sign the consent form in front of the office. [Download]
  4. In the case that a mother is residing in Thailand,
  • she will need to require an investigation record confirming her marital status and custody of the mother’s child and
  • fill “the letter of consent for the minor to have a Thai passport” at the Province District.
    1. Current passport of a minor (if any) or a police report if the passport is lost.
    2. A copy of the Thai House Registration that contains a minor’s name. (In case applying for a second passport.)
    3. Stamps with a total value of $31.55 (at current prices) for the Priority Express Mail.
    4. Fee - payable only by a money order / cashier’s check to the Royal Thai Consulate-General, Los Angeles.

Process

  1. Prepare the above documents.
  2. Fill in an E-Passport application form [click here]
  3. Upload the relevant documents online.
  4. The Royal Thai Consulate-General will check information online.
  5. The Royal Thai Consulate-General will send a confirmation email once the documents are complete.
  6. After received a confirmation email saying “Application approval", please prepare the stamps and fee.
  7. The applicants / father / mother / legal guardian must come and proceed by themselves since the biometric data, including fingerprints, photographs, and iris prints, of the applicants, will be recorded.
    • Please arrive for the appointment at the time and date assigned.
    • Please arrive at the Royal Thai Consulate-General 15 minutes before the scheduled time.
    • Please refrain from wearing colored contact lenses on the day of the appointment.
  8. The Royal Thai Consulate-General will prepare

8.1 A returned envelope.

8.2 Envelopes are available at the Royal Thai Consulate-General.

  • Please clearly write your returned address and attach prepared Stamps.
  • The Royal Thai Consulate-General, Los Angeles is not responsible for any mail lost in transit
  1. Biometric data collection and fee payment will be conducted by the staff.
  2. Processing time for returning the passport by mail is 4 – 6 weeks.
  3. Name-surname in the new passport will be according to the civil registration database in Thailand.
    Whenever the passport name needs to be changed after marriage or divorce, information in the civil registration must be updated first.
  4. When applying for a passport in a foreign country for the first time, where the applicant's name is on the civil registration database, but he or she has not yet been registered in the household registration, the applicant can only apply for a general passport with a five-year validity. The applicant, at the age of majority, has completed the civil registration process in person at the Department of Provincial Administration or authorized another person to act on their behalf may apply for a 10-year general passport.
